El contratista del carguio del guano ha' puesto en conosimiento de este Ministerio que el orden establecido en la adquisicion y distribucion del agua en esas Islas ha' sufrido un entorpecimiento dañoso a' los intereses del Estado a' causa de qual eso es impedido que algunos especuladores hayan intentado introducirla siendo asi que segun convenios anteriores hay que sostener al encargado de este ramo de vital importancia. Se ha' informado tambien que con motivo de esta competencia que se trata de establecer se carece de agua oportuna en los establecimientos nacionales de las Islas, y tampoco se ministra a' los trabajadores con la abundancia y oportunidad con qual siempre se ha' hecho y cuya obligacion tiene el encargado del ramo. Usted conocera' que la introduccion de cualquiera novedad sobre este punto tiene que ser perjudicial y puede causar descontento en los trabajadores y dificultades a' la autoridad. (Translation: The contractor for loading the guano has brought to the attention of this Ministry that the order established in the acquisition and distribution of water on those Islands has suffered a hindrance harmful to the interests of the State, at the cause of which it is impeded that some speculators have tried to introduce themselves, being that according to previous agreements, we must support the one responsible for this branch of vital importance. It is also informed, also because of this competition that tries to be established, there is a lack of oportune water in the national establishments of the Islands, and neither is water administered to the workers with the abundance and opportunity with which it has always been done and whose obligation holds the responsible contractor of this branch. Ministro de Guerra avisa a' este Despacho en nota fecha 20 del actual ... marcharon en el vapor que salio en esa misma fecha del Callao de treinta y un rematados con destino al trabajo del carguio del guano de esas Islas. (Translation: Minister of War advises this Office in the note dated 20 of the actual [month] ... went out in the vapor [steam ship] that left on that same date from Callao, thirty one convicts destined for the work of loading the guano of those Islands).
