Hoy ha recibido el Gobierno nuevos avisos en que se le asegura que a' los de menos edad y aun a' los mayores, se les vende públicamente en doscientos o' trescientos pesos; y como este trafico es un atentado contra la libertad individual y el mayor ultraje que puede hacerse a' la dignidad del hombre, el honor del Gobierno y el de las autoridades de ese puerto [...] (Translation: Today the Government has received new notices in which it claims that the underage and further, the adults, they are sold publicly at two hundred or three hundred pesos; and as this traffic is an attack against individual liberty and the greatest outrage that can be made to the dignity of man and the honour of the Government and the authorities of this port). 'No habiendo agentes consulares del Perú en los lugares donde deben contratar de los colonos que se propone introducir DJC Birne; se resuelve, que el examen que debe hacerse para que se serciore el Gobierno de si se han llenado o' no' las formalidades que prescribe el articulo 1º de la ley de 14 de Mayo ultimo lo verifiquen las autoridades de los Puertos del Perú por donde se haga la internación, sin cuyo requisito no se les permitirá desembarcar.' (Translation: 'There not being consular agents of Peru in the places where the colonos that DJC [Don JC] Birne proposes to introduce will be contracted; it is resolved, that the test that must be done so that the Government ascertains if they have fulfilled or not the formalities prescribed by Article 1 of the Law of the 14th of last May, will be verified by the authorities of the Ports of Peru where admission is made, without which requirement they will not be allowed to disembark.')
